The Professional Regulation Commission conducted a series of consultative meetings with various Professional Regulatory Boards and their stakeholders in the creation of a specific language of learning outcomes for relevant Philippine Qualification Framework (PQF) levels.

The PQF is a quality-assured national policy system for the development, recognition and award of qualifications and is based on standards of knowledge, skills and values acquired in different ways and methods by learners and workers.

The language crafted and established will be the basis for determining the compliance of the professional with the PQF competency levels, as well as for regional referencing particularly in determining the equivalence of certain PQF levels in the context of foreign jurisdiction.
