For his distinguished contribution in the field of public safety and security, training, and education, his exemplary service in his profession such as ensuring that professionals in the law enforcement agencies will receive and benefit from the most responsive career progression programs from the basic to advance training courses. Guided by the objectives of his KASUROG Care program "allied for progress", a partnership that aims to strengthen the community cooperation and the National Forensic Science Training Institute has been established including the granting of scholarships to the underprivileged but deserving students through grants supported by partner individuals and organizations. Under his initiative, he adapted the MALASAKIT Community Safety Program which benefited different stakeholders such as the academe (SUC's Criminology Departments), local government units, law enforcement agencies, and qualified individual interested in the field of public safety and security for education and training. The program is anchored in support of the Philippine government Ambisyon Natin 2040 which targets a sustainable, peaceful, and secure community for the progressive Philippines. He led the arrest of numerous high-value targets (HVT) National level, National Capital Region, and Manila Police District, most wanted persons including the ambush of Maria Cristina Decena the erstwhile girlfriend of a celebrated actor in Quezon City in 2014. This commendable act of gallantry, dedication, and competence to duty earned him exceptional performance among his peers in the police service and the community. His excellent track record speaks for itself bestowed him eighty-eight (88) various awards and recognition from different organizations to name a few as Outstanding Criminologist in 2021, and Awarded by the Philippine Public Safety College (PPSC) as Best Training Director of the year 2019.
As a commissioned officer of the Philippine National Police and detailed to PPSC–National Forensic Science Training Institute his relentless dedication to the organization's goal is a testament to his outstanding professional career performance.

For his distinguished contribution in the field of Customs Brokers, his exemplar service in his profession such as the issuance and prescribe the Code of Ethics and Code of Technical Standards for Customs Brokers for the observance and compliance of all Customs Brokers of the Philippines, the passage of the Republic Act No. 10863 otherwise known as Customs Modernization and Tariff Act which he defended the use of the Customs Brokers in signing the goods declaration remains mandatory, participated in the revision and development of the 2021 Policies, Standards and Guidelines (PSG) for Bachelor of Science in Customs Administration (BSCA), for active participation in Chamber of Customs Brokers, Inc (CCBI) Cares Projects aligned to our governments “Together We Heal As One” initiatives and continue working for the improvement of the quality of BSCA Education and quality of graduates; shows his commitment and professionalism in his field.

He also published several books and series of licensure examination reviewers for librarians, all these show his commitment and professionalism in his field.

She is known for her distinguished contribution in the field of education through her exemplary service as President of Cebu Normal University, former Dean of the College of Teacher Education, President of the Philippine Association for Teachers and Educators (PAFTE), technical committee member for secondary and elementary education of the Commission on Higher Education and Vice-President of State Universities and Colleges Teachers Educators Association.
Amidst the pandemic, she has spearheaded the crafting of the research-based teaching learning innovation, a national finalist for the 2021 GAWAD Edukampyon. She launched the iCARE program that placed the university as top 14 in the World Universities with Real Impact (WURI) in Crisis Management 2021.

For her distinguished contribution in the field of Psychology, her exemplar service in her profession such as providing psychotherapy; developing an integrated approach to providing psychosocial support, harnessing the concepts of Ginhawa and Kabuoan, which she applies to shape mental health programs, including a facility blending Psychiatry/Psychology and Spirituality, community-based well-being programs, clinical/applied psychology study programs, and HEI’s embodying mental health in their culture; her advocacy work which helped develop NGOs, a pastoral counseling department, and an interim national preventive mechanism to prevent torture; her involvement in the crafting/passing of the National Mental Health law and its IRR, and the National Guidelines for Mental Health in Disasters and Emergencies.

For his distinguished contribution in the field of REAL ESTATE SERVICE, his exemplar service in his profession such as: In the 70’s, he sold and documented low- cost houses & lots for loan take outs from SSS. In 1972 he passed the licensure exam and got his REALTOR license thru the DTI and PRC. In 1980, he sold lots to clients, built them houses rented to Americans in Clark. In the late 80’s he envisioned the potential of a 23-hectare property in Olongapo-Gapan Road in San Fernando, Pampanga, sold the lot which eventually became a prime commercial area where S&R, Toyota, Metrobank, Starbucks, and various establishments are now located. In 1990, sold 250 hectares which is now The Lakeshore. His company sold 3,000 lots of The Lakeshore. He built and sold houses in New Manila, sold a commercial lot in Ortigas to Robinsons. He also attended local real estate seminars by CREBA and NREA, the National Association of Home Builders of America and the National Association of Real Estate of America (NAR) in the US. He took up Advance Management and Development Program in REAL ESTATE at Harvard University. To date, his Company has sold over 3,000 units of affordable houses to help the government solve its shortage in housing.

His competence, excellence, and commendable track record have earned him various awards and recognitions such as being voted as Model Student of his Harvard Class for winning the Case Studies Competition in Real Estate that covered the highest and best use of a property, marketing, finance and renting and project and property management. The Lakeshore Estate which he envisioned and marketed won Best Developer by CREBA, Best Design Community by HLURB and International Award by FIABCI. He has given lectures on Real Estate before and during the pandemic. He has served the Government as a Director of BCDA, CDC and Chairman of Clark International Airport contributing his expertise in Real Estate. He was formerly elected as President and later as Chairman and now a member of the Board of Advisers of National Real Estate Association (NREA). He was a Vice President of Chamber of Real Estate and Builders Association (CREBA) and member of the Board. He was a president of FIABCI, an international organization based in Paris. He was one of its International Directors in 2021 and currently the Chairman of FIABCI Philippines.

Isabel, Concordia College, and University of Negros Occidental-Recoletos for more than 40 years; organizing PASWI chapters and motivating moribund chapters; conducting and lecturing in seminars for social workers with CPD accreditation; her active participation in drug abuse programs in government and NGOs, and being reviewer for the Social Work licensure examinations in various venues, show her commitment and professionalism in her field.

For her distinguished contributions in the field of Agricultural and Biosystems Engineering (ABE), her exemplar service as Director III of the Department of Agriculture (DA) Bureau of Agricultural and Fisheries Engineering and Member of Professional Regulation Commission - Professional Regulatory Board of ABE for almost twelve (12) years show her commitment and professionalism in her field.
Her competence, excellence, and commendable track record have earned her various awards and recognition such as the only Filipino among the global Inspiring Engineers and Technologists of the Past, Present and Future by the Institution of Engineering and Technology, Outstanding Agricultural Engineer and Distinguished Service by Philippine Society of Agricultural Engineers (PSAE); Outstanding Alumnae in the Government Service by De La Salle Araneta University (DLSAU) Alumni Association; Inspiring Filipina Engineer and Notable Service by Philippine Technological Council (PTC) Women Engineers Network; Academic Excellence by LongPing Hi-Tech (China); and Best Presentation for Standard Development by The Association for Overseas Technical Cooperation and Sustainable Partnerships (AOTS) in Japan, among others.

As a prolific and excellent researcher, she served as government research administrator and Corporate Secretary of the National Research Council of the Philippines (NRCP), all these show her commitment and professionalism in her field.
Her competence, excellence, and commendable track record have earned her various awards and recognition such as the 2009 National Research Council of the Philippines Achievement Award, 2011 Gregorio Y. For his distinguished contribution in the field of civil engineering, he exemplified as the Undersecretary of the Department of Public Works and Highways in-charge for the Regional Operations in Mindanao, who has come a long way from his humble beginning as a civil engineer in January 1979, rose from the ranks to becoming the Assistant Secretary in 2011 and as the Department’s Undersecretary in 2020 to present.
His competence, excellence and commendable track record earned him various awards and recognition such as the 2016 Father Jose Burgos Award for Government Service, conferred as Career Executive Service Officer with a rank of CESO III, awarded by Philippine Institute of Civil Engineers as a Specialist Member in Project Management and Construction Engineering and likewise conferred as a Registered ASEAN Engineer.
As a member of the Philippine Institute of Civil Engineers, Inc., he served as a founding member of the Ilocos Sur Chapter and became the National President in the year 2015 after being elected as part of the National Board in the past years. He was seated as Vice President of the Road Engineering Association of the Philippines (REAP) in 2017-2018, an Associate Member of American Society of Civil Engineers (ASCE), a member of the Road Engineering Association of Asia and Australia (REAAA) and of the Safety Organization of the Philippines Inc. For his distinguished contribution in the field of electrical engineering and his exemplar service in his profession include: thirty-seven (37) years of holding management position, consulting and designing high-rise, commercial, and industrial buildings; six (6) years of serving as lecturer on JICA sponsored Building Construction Project Management attended by project managers from twenty-two (22) countries in the Asia-Pacific Region; two (2) years of serving as Course Director of the Construction Program Management Master Class for Executives and Senior Managers of PCA; two (2) years of serving as lecturer on Digital Project Management during COVID-19 Pandemic, all these show his commitment and professionalism in his field.

For his distinguished contribution in the field of Electronics Engineering, his exemplar service in his profession for more than forty (40) years of progressively responsible and diversified experience in the practice of the Electronics Engineering profession particularly in the areas of process engineering, equipment engineering, test engineering, product engineering, maintenance engineering, operation management, building electronics systems, and consulting services in the electronics and semiconductor and construction industry, shows his commitment and professionalism in his field.
His competence, excellence, and commendable track record have earned him various awards and recognitions. He was a former Member of Professional Regulatory Board of Electronics Engineering (PRBECE) under the Professional Regulation Commission PRC) and a consultant for the ASEAN Monitoring on Engineering Services of the hilippines (AMCESP). He is a lifetime member of Philippine Association of rofessional Regulatory Board (PAPRB). He has been a lifetime member of the Institute of Electronics Engineers of the Philippines (IECEP), and has served the organization as Director in 2004-2005, a Director and Auditor in 2006, Vice President for Education in 2007, Director in 2014, and Vice President External in 2020.

His distinguished contribution in the field of Geodetic Engineering are as follows: spearheaded the completion of the Cadastral Survey Project in the Country; led the Inventory, Sorting and Grooming of all Land Records; started the Land Administration and Management System (LAMS) by digitizing Land Records; led the digitalization of the Inspection, Verification, and Approval of Surveys through the adoption of LAMS Philippines; forged a Memorandum of Agreement with Geodetic Engineers of the Philippines Incorporated in improving the LAMS; initiated the installation of LAMS e-Survey Plan to guarantee a faster approval process through Digital Land Survey; initiated the establishment of a calibration baseline in Clark Pampanga; led the crafting and review of the Manual on Land Survey Procedure in the Philippines as the Chairperson of Policy Review Committee of the Lands Management Bureau; and conducted a study entitled: Cadastral Survey Program; Its Perceived Effects on the Economic Development of the Province of Batanes.

For his distinguished contribution in the field of Operations and Management of a Crude Oil Refinery, his exemplary service in his profession such as serving as head for more than 10 years of Petron Corporation Refinery, the biggest and most complex in the Philippines where he developed his technical, management, and business competence. As Project Director he headed its $2B expansion and upgrading project and achieved its design operations. He built his capability dealing with local and international Licensors, Technologists, Operators, Vendors and Contractors and shared his experience on various technical and management conferences and exchanges locally and abroad, helping keep Petron Refinery in the map of the Oil & Gas industry. Managing human resources is one of his core competencies with active involvement in extending services to communities. All of these show his commitment and professionalism in his field.

For her distinguished contribution in the field of Metallurgical Engineering, her exemplar service as an educator, teaching metallurgical engineering and its allied fields like materials science and engineering and environmental engineering, as well as doing research in these fields for more than twenty (20) years shows her commitment and professionalism in her field. She clearly recognizes the importance of producing well-trained wholistic professional engineers who are quick to respond to pressing needs of our country.
Her competence, excellence and commendable track record have earned her the title of UP Professor in 2020 aside from the various awards and recognition such as the Philippine Federation of Professional Associations Distinction Award for academic and Research and Development category in 2022, the University of the Philippines (UP) Most Outstanding Professor in Engineering in 2020, one of the Philippine Technological Council Inspiring Women Engineer in 2019, and the UP Most Outstanding Instructor in Engineering in 2001.
She has been project leader of fifteen (15) projects funded by agencies such as DOST, UP OVCRD & AUN/SEED-Net. She has a total of one hundred seventeen (117) local and international publications and conference presentations to-date.
She is a lifetime and active member of the Society of Metallurgical Engineers of the Philippines (SMEP). Her relentless dedication to the organization is a testament of her outstanding career.

For his distinguished contribution in the field of Mining Engineering, his exemplar service in his profession such as his appointment in September 28, 2016 by President Rodrigo Roa Duterte as Director of the entire Mines and Geosciences Bureau (MGB), of the Department of Environment and Natural Resources (DENR), the highest rank of an official bestowed to the regulatory body, which is the primary agency responsible for the proper exploration, development, extraction and utilization of the country’s mineral resources.
He is both a mining engineer and a lawyer and completed Post-Graduate Studies in University of Western Australia (UWA) in Perth (2013), University of Queensland (UQ) in Brisbane (2014) and University of Nevada, Reno (UNR) in (2022). He has more than 38 years of extensive mining-work experience both in the private and public sector, He has a consistent track record of success and integrity in achieving a broad range of goals, and offered the leadership, experience, integrity, and skill that benefited the government and the mining industry. Over the span of years of working in the public sector, he delivered a consistent 100% accomplishment of the annual physical targets and achieved above 96% result on the financial targets during the time he was the Division Chief, later on Regional Director of the Mines and Geosciences Bureau (MGB) Regional Office No. X1 and then Director of the entire MGB, an agency under supervision of the DENR.
The last six (6) years where he was at the helm of the MGB - DENR as its Director, he help transitioned the Bureau from being the most controversial, highly maligned sector, to one of DENR’s sector with the most potential of helping the battered Philippine economy because of the pandemic caused by the Covid-19 virus. He has also implemented innovations in the Agency (MGB-DENR) after he took office as Director.
He played a key role in initiating the preparation of a memorandum addressed to President Rodrigo R. Duterte thru Sec. Salvador Medialdea offering the mineral sector as a potential contributor to the recovery of the economy during the pandemic, and obtain the signature of support in that memorandum by both Secretaries of the Department of Finance (Sec. Dominguez) and Department of Environment and Natural Resources (Sec. Cimatu). The memorandum to the President was 100 percent acted favorably as shown by the issuance of Executive Order No. 130 “Lifting the Nine (9) years Moratorium in the Processing of New Mining Projects under a Mineral Production Sharing Agreement (MPSA)”, lifting the orders of suspension/ cancellation of operating mining projects issued by the former DENR Secretary, and the issuance of a Department Administrative Order Lifting the ban on Open Pit Mining, and the Increase of mining excise taxes from 2% to 4% benefiting the government from the utilization of mineral resources, among others.

As a Lifetime member of the Geological Society of the Philippines (GSP), he took-up crucial positions such as a Member of the GSP Board of Directors in 2016, the Vice-Chairperson for the Scientific Committee of the GeoCon, and Chairman of the Membership Committee of GSP during his term, his relentless dedication to the organization is a testament of his outstanding career.

For his distinguished contribution in the field of Interior Design, his exemplary service in his profession such as establishing W. Lopez Designs in 1997; designing Filipino homes; opening Space Encounters in 2009; introducing custom furniture for any kind of space; making mid-century modern furniture accessible to the public; opening Space Encounters Gallery in 2017; educating art lovers on how to display their art and by exhibiting the importance of interior design in art; redesigning fast food brands Greenwich and Chowking; helping the public enjoy and appreciate intelligent interior design while engaging them with new ideas in interior design; helping students through various speaking engagements, as well as conducting pro-bono work for He Cares Mission, a home for street children, show his commitment and professionalism in his field.
His competence, excellence, and commendable track record have earned him various awards and recognition such as Sixth Place in the Licensure Examination for Interior Design in October 1993.
As a member of Philippine Institute of Interior Designers, International Federation of Interior Architects/Designers, and Asia-Pacific Space Designers Association, his relentless dedication to the various organizations is a testament of his outstanding career.

For his distinguished contribution in the field of Landscape Architecture, his exemplar service in more than twenty (20) years in his profession such as designing the National River Park Corridor which can serve as the model of river edges development in the country and by incorporating landscape ecological principles for projects from residential to gated communities as well as commercial and institutional landscapes and presently teaching at the University of the Philippines show his commitment and professionalism in his field.
His competence, excellence, and commendable track record have earned him various awards and recognition such as Ani ng Dangal Awardee by National Commission on Culture and he Arts in 2021, International Federation of Landscape Architects (IFLA APR) Excellence in Design Award in 2019 and BCI Asia Green House Award 2014 - D HOUSE- A Modern Bahay Kubo, Marikina City.
As a member and former President of Philippine Association of Landscape Architects (PALA), he helped in the formation of a stronger and financially stable organization and the promotion of the profession further. As a member of the International Federation of Landscape Architects, he reestablished the links of PALA to the international arena. His relentless dedication to the organizations is a testament of his outstanding career.

For his distinguished contribution in the field for Master Plumbing, his exemplar service in his profession such as being one of the seasoned practitioners and invited professional consultant to revisit the Plumbing Code under Hon. Karlo Nograles’ term in the House of Representatives in 2015. As a Technical Working Group member, he was able to present his area the Code’s Chapter 18 – Final Provision. He was appointed as Member of the Professional Regulatory Board of Master Plumbing for the period 2007- 2009 and is currently member of the CPD Council since 2018. He shared his dynamic experience to various activities such as authorship of the proposed initial Plumbing Engineering Curriculum in the 2003 PSPE National Convention, Chairmanship to PSPE Luzon Conventions in 2013 and 2018 and NMPAP Regional Assembly in 2000. He was also connected with TESDA as the Committee Chairman in the Validation of Training Regulations for Plumbing (NC 1, NC2 and NC3) and Contest Administrator in the field of plumbing and heating during the TESDA Region III Skills Competition.
These show his commitment and professionalism in his field. His competence, excellence, and commendable track record have earned him various awards and recognitions, he was bestowed Fellow and lifetime membership by NAMPAP in 2002 and 2005 respectively, conferred Fellow by PSPE in 2021, PAPRB Excellence Service Award in 2009, he served as Guest of Honor & Speaker during the 2012 Joint Oath Taking and Induction Ceremonies of New Master Plumbers of NAMPAP, a Recognized and Appreciated regular Resource Speaker during national conventions of the PSPE from 2005 to present. In addition to these slated achievements, he was bestowed Fellow of UAP in 2013 and ASEAN Architect in 2018; in the field of academe, he was awarded as a distinguished/outstanding alumnus in 2019 by Tarlac State University (TSU). In 2019, the same institution recognized him for his exemplar and distinguished service as Dean of the College for 18 years and he was given Service Award in 2014 and 2019 for his excellent 20 and 25 years in service.
As an active member of the Philippine Society of Plumbing Engineers (PSPE), Philippine Society of United Master Plumbers Inc. (PSUMP), and National Master Plumbers of the Philippines (NAMPAP) show his unyielding dedication and a testament of his outstanding career
