The iGovPhil Project officially adopts the Web Content Accessibility Guidelines (WCAG 2.0) as the accessibility standard for all its related web development and services. WCAG 2.0 is also an international standard, ISO 40500. This certifies it as a stable and referenceable technical standard.

WCAG 2.0 contains 12 guidelines organized under 4 principles: Perceivable, Operable, Understandable, and Robust (POUR for short). There are testable success criteria for each guideline. Compliance to these criteria is measured in three levels: A, AA, or AAA. All iGovPhil Project services and content are currently moving towards WCAG Level A compliance. Work is being done to make the system fully compliant with this level.

Guidance and Counseling

Qualification of Board Members

The Chairman and members of the Professional Regulatory Board, at the time of their appointment shall:

  1. Be a citizen of the Republic of the Philippines;
  2. Be a resident of the country for at least five (5) years immediately prior to his/her appointment;
  3. Be of good moral character and must not have been convicted of any crime involving moral turpitude;
  4. Be a qualified guidance counselor holding a valid Certificate of Registration; Provided, That in the case of the first members of the Board of Guidance and Counseling, they shall be issued Certificates of Registration as guidance counselors without prior examination;
  5. Be a holder of a doctoral degree in Guidance and Counseling from a reputable college or university duly recognized by the CHED and/or by a duly accredited college or university abroad;
  6. Have at least ten (10) years of continuous professional practice as guidance counselor or counselor educator under Republic Act No. 9258;
  7. Not be a member of the faculty of any school, college, or university where regular and/or review courses in guidance and counseling education is taught nor have any pecuniary interest in such institution; and
  8. Not be an official of the integrated and accredited national professional organization.
